NorthEast Independent Living Services (NEILS) was incorporated on August 2, 1994. NEILS began as a group of people with diverse physical disabilities who started a grassroots effort to educate the broader community about disability related issues in North East Missouri.

In February 1996, NEILS received funding and opened it's doors for services. We now offer a full range of program and services for individuals with disabilities and any family members, employers, co-workers, and the general public with disability related questions and concerns.

The most recent services and programs we have added are the Circuit Breaker Services added in 2004 and Medicaid and Private Pay Transportation added in 2004.

In late 2007, we added a Branch Office in Kahoka, MO which has becoming increasingly successful in outreaching to our Lewis and Clark counties in Missouri. We offer all of the same services as our home office in Hannibal, MO. We also opened the doors of our subsidiary company, Quality In-Home Care.

In June 2008, we purchased a new office building located at 909 Broadway Suite 350 in Hannibal, MO. This building will allow for expansion of services as well as give staff and consumers needed space in order to effectively utilize our services. We have added a six car garage just South of our office building for our six wheelchair-accessible vans. We will be expanding the parking lot. The basement is being remodeled and will house another ten offices for staff and a very large conference/meeting room. The conference/meeting room will allow us to better collaborate with local agencies and organizations as well as give our consumers an area to meet for support meetings. The old office building will remain in the possession of NEILS for future plans to begin another service.

Also in June 2008, we hired a Transition/Youth Services Coordinator. Within one month, NEILS has successfully transitioned one person from a nursing facility back into community living with the Money Follows the Person Grant. We are currently working on our second transitioning consumer.

July 2008, the Right to Play Project is began. NEILS, along with the collaboration of other area agencies and organizations is looking into creating an ADA approved accessible playground for area youth. We are currently in the beginning stages of this process but hope to have the project completed within two years.

July 2009, the Right to Play Project is progressing. The design phase has been completed. The fundraising stage has began.

We continue to search and provide new services and programs that will increase the independence of people with disabilities and well as provide information to the general public that will increase awareness of the disability community.
